Horizon Europe is the new European Framework Programme for Research and Innovation for the period 2021–2027.
With a total budget of around 100 billion euros, the new Framework Programme will continue to promote Europe’s scientific excellence through the European Research Council (ERC) and the Marie Sklodowska-Curie Fellowships, with the scientific support and technical assistance of the Joint Research Centre (JRC). It also strongly focuses on enhancing and communicating the scientific, economic, and social impact of funded projects, supporting scientific excellence in Europe to achieve increasingly better results from social, political, and economic perspectives.
The key features of the programme include: the Missions, the revision of European Partnerships, the European Innovation Council (EIC), the enhancement of international cooperation, and the strengthening of Open Science policies.
The Programme Aims to:
- Strengthen and spread excellence, including frontier and basic research, encouraging broader and more inclusive citizen participation to improve the link between research, innovation and, where relevant, education and other policies;
- Develop more competitive research infrastructures within the European Research Area by providing transnational access, promoting open science and ensuring public visibility, guaranteeing open access to scientific publications and research data;
- Increase collaborative links in European R&I across sectors and disciplines, through broader international cooperation and by attracting talented researchers through mobility;
- Deliver Europe’s strategic priorities and address global challenges that affect quality of life;
- Implement more active and inclusive dissemination to systematically promote the use of R&I results, especially to leverage private investments and support policy development;
- Set and achieve ambitious goals through the missions, to stimulate R&I activities in SMEs and increase the number of innovative companies;
- Encourage industrial competitiveness, innovation capacity and employment in Europe by improving access to risk capital.

The Horizon Europe programme is structured into three pillars, each containing specific programmes and research themes, along with a cross-cutting programme.
Pillar 1: Excellent Science
Support for the development and mobility of researchers, new methodologies, high-quality skills and knowledge.
- European Research Council: frontier research with a bottom-up approach;
- Marie Sklodowska-Curie Actions: mobility and intersectoral training for researchers, bottom-up approach;
Research Infrastructures: closer collaboration among infrastructures to push the boundaries of knowledge.

Joint, consistent, and flexible actions to tackle global challenges through industrial and technological competitiveness, aiming for inclusive and sustainable growth.

- European Institute of Innovation and Technology (EIT), through the Knowledge and Innovation Communities (KICs): bringing together key players (research, education, and business) around a common goal to foster innovation.
Cross-cutting Area: Widening Participation and Strengthening the European Research Area
- Implement concrete measures to support broader participation and the enhancement of the European Research Area:
- Increase and broaden participation and the spread of excellence;
- Reform and relaunch the European Research and Innovation System.
