It promotes the strengthening of research facilities and the creation of five National Centres "national champions" of R&D on some Key Enabling Technologies.

The centres, organised in foundations or consortia according to a Hub&Spoke governance structure, are dedicated to the implementation and development of frontier research programmes and activities in technological fields consistent with the priorities of the Strategic Research Agenda of the European Union and with the contents of the National Research Plan 2021-2027 (PNR).

The intervention, which also includes the involvement of private parties, promotes the creation of entrepreneurial initiatives with a high technological content and the exploitation of research results.
